Before the construction of homes and businesses in Lower East Mills/Cedar Grove, the area belonged predominantly to Native Americans. The Massachusett tribe, for instance, lived around the present Ventura Street Playground, Dorchester Park, and along the Neponset River Reservation. During the 1630s, when Israel Stoughton received parcels of land, he started with building grist mills and factories. In 1637, John Whipple, who apprenticed under Stoughton, made his home between Butler and Bearse Streets.
The Baker Chocolate Company in East Lower Mills was one of the first factories to make chocolate in the United States. The company started in 1765, shortly after John Hannon, an Irish chocolate marker, received beans that had been imported from the West Indies. He refined those beans in Dorchester alongside Dr. James Baker. Shortly after, they opened their chocolate mill in the Lower Mills area of Dorchester. In 1989, after many years of neglect, the buildings along the river, including the former Baker Chocolate Company, were converted into apartments and condominiums.
