Interestingly, there are no officially set boundaries for Government Center, but in a 2011 map distributed by the Boston Redevelopment Authority, it showed that Government Center is a distinguished part of Downtown and West End. Other documents and maps depict Government Center as smaller or larger, sometimes encompassing things like the Massachusetts State House or excluding the Saltonstall and McCormark Buildings.

The Government Center is formerly the site of Scollay Square (1838 to 1962). The square was named after William Scollay, a militia officer and developer. In 1795, Scollay purchased a four-story building at the intersection of Court and Cambridge Streets. Shortly after that purchase, the locals were calling the intersection “Scollay’s Square.” Unfortunately, after World War II, the square had fallen from being a commercial and cultural hub and transformed into a red-light district.
In the 1950s, Boston city officials decided that they would tear down all the buildings and redevelop the entire area around Scollay Square. They sought to remove low-income residents, as well. After reopening of the Old Howard Theater failed, the city demolished 1,000 buildings around Scollay Square and displaced 20,000 residents in the process.
In 1958, the Boston Planning Board came forth with what they called the Government Center Planning Project. The aim was to create a regional center that could alter the future of Boston. It took $40 million to complete Government Center. The area soon became the location of local, state, and federal government, seen in the Boston City Hall, Edward W. Brooke Courthouse, and the Government Service Center.
